Move input validation to separate cpp file #398

Input validation happens in multiple places in adaguc.

Some fields get validated in CDBAdapterPostgreSQL.cpp (parts will be moved Optimize getFilesAndIndicesForDimensions #361)
Most fields get validated in CRequest.cpp.
Possibly other classes also do input validation.

It would be good to move all input validation logic to a separate cpp file.
