Description

Change the Mitteleuropa mechanics to make it so that the chosen directive has an effect on every Mitteleuropa member, not just those who voted for it.

Reasoning

Unfortunately, the issue of extremely indecisive Mitteleuropa voters (#25303) still seems to persist. However, instead of applying fixes that may or may not work, why not make a change that will actually make more sense? After all, having the directives apply only to member-states that support them seems to defeat the very purpose of supernational organizations.

So it turns out that the fix to AI voting hadn't been applied at the time of making this suggestion, but regardless, I think having the directives affect everyone would still make more sense.
