Since OpTensorSyncDevice / OpTensorSyncLocal was added as an operation, there is no longer need to have the ability to copy the ouput of all vectors in the OpAlgoBase, especially as the former provides much more granularity on the tensors that are actually copied (instead of copying all of them).
