IngressClass not installed when using kustomize to wrap Helm

The conditional logic to create the IngressClass has this logic that depends on a Helm release being present. In our case, we use kustomize to wrap Helm and the result is no Helm release is present. Helm is only used for templating. Not sure what the intention of that logic is or if it can be changed, but it would be nice to not have that Helm release dependency as a conditional to create the IngressClass
