Good question.
For those controllers built already, ResourceConsist offers the ability of making them following PodOpsLifecycle. As a result, a controller and a webhook would be installed for each pair of Employer and Employee, which is the meaning of "too heavy" in the title I suppose.
We would consider a better solution, and this issue would be added to 2024Q1.
