Implement the API specified in https://github.com/LIonWeb-org/organization/blob/main/lioncore/repo-access-api.adoc (with an OpenAPI spec here), in a very minimal way - e.g. using https://deno.land/[email protected]/examples/http_server

This is useful to test interoperability (e.g. by running other languages implemented in other languages/runtimes, on other machines).
