Description

After #4915, default round per delegate is 103. Also, it should include the new vote transaction in the genesis block.

Motivation

Genesis block needs to be updated to reflect the new voting system from the height 1

Acceptance Criteria

  • Devnet genesis block needs to be updated with new vote transaction
  • Update tests
  • Update SDK devnet genesis block and configs
