Add dashboard plugin

Description

Add dashboard plugin in the SDK which developer can use out of the box to communicate with the created application.
Dashboard plugin should be generic that any application built using Lisk SDK should be usable in early phrase of the development.
The main focus of the plugin is to provide an access to the node information easily in the early phase of the development. Therefore, it is not expected to be used in the production network (mainnet).

Motivation

Provide a built in way for developers and node operators to serve a minimal explorer service for testing networks including a local network.
