Expected behavior

Both dashboard and faucet should be accessible

Actual behavior

The dashboard and Faucet is not accessible

Steps to reproduce

• Install latest commander npm install --global --production lisk-commander --registry https://npm.lisk.io
• Bootstrap an application lisk init /tmp/ksil --registry https://npm.lisk.io
• Start the application ./bin/run start --enable-dashboard-plugin --dashboard-plugin-port 9999
• Access http://127.0.0.1:9999/
• Observer error Cannot GET /
• Enable faucet and see similar issues

Which version(s) does this affect? (Environment, OS, etc...)
