Update node version to be more flexible - Closes #4009 and #3852 #4101

What was the problem?

Framework node version was too strict

How did I solve it?

Change to support the range of >= 10.4 <= 10, and update the documentation

@shuse2 the nodejs LTS is outdated in NVMRC, the LTS is 10.16.3, can you make that change? here and in core as well?

@ManuGowda I'm opening another PR for updating the dependency, so will do it there
