It seems that the help file 'fpc-lazarus-0.9.28-doc-chm.tar.bz2' does not exist, so the download failed.
I switched the version from 'trunk' to 'stable' and it still reports the same error.

I found another "fpcpudeluxe.ini" file in the same directory as "fpcupdeluxe-x86_64-win64.exe".
