StartupApDataArray is a bunch of instructions that GenFv can put into a PEI volume, sometimes into a PAD file (so it becomes a non-spec-compliant non-empty PAD file) or raw into the volume (so it's free space becomes non-spec-compliant).
Neither old nor new engine support this thing natively, and it's a bummer, because on systems the loss of that data during volume rebuild might make the resulting image unbootable, as mentioned in #174 and, probably, #137.
