From time to time, mastodon users are beset by a spam attack wherein the attacked creates accounts on many different servers and uses them to send messages which mention various users. Sometimes I recieve upwards of 20 notifications about such spam posts in a day.
Often, the attacker uses the same text in every post they send. Posts which mention the user could be analyzed, and if found to contain mostly the same text (usually the tagged users are different on each post), they could be grouped together into a single notification. This would vastly reduce the impact of the attack on a user's notifications.

Originally, there were SPAM filters in Mastodon. You can create a filter by a segment of content. However, they don't work properly in Moshidon. I don't see SPAM messages in the timeline but I receive a bunch of push notifications which is extremely annoying. So, I confirm there is an issue here.
PS. I had to disable all Moshidon notifications in the app in order to survive ongoing Japanese spam outrage
