Feature change: Dynamic Help -> Help Center

The dynamic help system is super archaic (dates back to about 2014/2015) and very difficult to use. It's time to retire it and build something more modern, probably akin to .chm files, or just make some documentation pages and link to it instead.

This would probably be better on github, as documentation pages. However, they would need to be localized, otherwise we will lose localized content. It will be much easier to maintain and localize on github.
