When I play sonic and Allstars racing transformed I can’t pause the game it will just exit the menu and I’ll have to close the game entirely

Same thing is happening in Jet Set Radio. Definitely caused by reVita, as disabling the plugin fixes it. A way around it is to hold Start instead of just pressing it, then menu doesn't close immediately as if Start was double clicked.

UPD: I just discovered that enabling the next option seems to fix the problem entirely:
Profile > Compatibility > Limit buffers to 1 (hack)

Can confirm similar issues with neptunia rebirth:1; In combat lots of double clicking from the dpad and x,o buttons unless you tap very quickly. Thought my game or vita was broken until I had disabled it.
