Possible to convert for single player use?

Would this refined script be able to convert for regular sp use?

I don't have any extensive experience with modding in singleplayer. But I guess you could either use a lua loader for sp (https://www.gta5-mods.com/tools/lua-plugin-for-script-hook-v maybe?) and rewrite this to fit its API/native calls. Alternatively you would have to rewrite the script in .NET to run it with scripthook.
