I'm trying to get the latest version of your text to work in macOS Mojave (using OpenCore 0.85).
First, I moved the kext to a shared folder with the text in EFI and after rebooting, I still did not have an Ethernet device. Then I moved the kext to /S/L/E and restored permissions by executing commands like sudo chmod -R 755 /S/L/E/Realtek.kext and sudo chown root:whell /S/L/E/Realtek.kext. Then I ran a command to bulkhead the cache of kext using command sudo kextcache -i /- but it gave a strange message.
Nothing has changed after the reboot. I disabled SIP almost completely, but it didn't help.
Latest version that work in macOS Mojave is v2.2.2 and it work from Kexts folder from EFI.

I dropped support for older versions of MacOS from time to time when I published an update, so that this behaviour might be intentional. Please see the documentation for minimum system requirements of each version.
