[ERROR] CommandError: Unknown command: 'create_pg_db'

I followed the tutorial on https://romandc.com/zappa-django-guide/walk_database/
and pip installed the package, added the value to installed zappa, configured the aws aurora postgres then when I do

zappa manage project_name create_pg_db

I get

did I miss anything, what can I do to fix this?
