Weekly Digest: ID in systems.csv, Availability in the future, Forecast, etc

🕵️ One more improvement is coming to systems.csv. We plan to add an 'ID' column which will be a combination of the 'System ID' and an index for feeds that share the same identifier (#664). This will facilitate automated feed ingestion and enable tracking of feed history.
