💡 Description

As part of the least-change implementation of AOSS support, utils.db.resolve_multitenant_index_name() accesses env var MULTITENANCY_NODE_ID directly.

This was a necessary evil at the time, but the value should be extracted from the env var in the top-level script(s) and passed down the call chain as a kwarg.
