Add ability to disable automatic point generation

Not sure exactly sure the best interface for this. But as we continue to add more and more automatic points there are going to be cases where the stuff we're generating could interact poorly with something that an E+ power user may want.

I can think of a couple ways this could be done:

• A parameter of the start command which completely switches off generation
• Some file included in the model which describes how points should be generated
• A parameter of the start command which allows for cherry picking of generation measures
