Extra attention is needed
Currently the application is sending an email to an email alias whenever a user submits a form. If the receiver / cashier becomes permanently unavailable then all unhandeled refund requests will get lost or at least hard to get without accessing the account forcefully. Would it be a good idea to send requests to a shared medium instead? This is something that can occur fairly often and thus this should be classified as systematic issue.
