[Tag mutation project] UI service tag filtering should pick up tag mutation effects in real time. #326

Scenario:

UI filters for runs with tag = A.
A run R gains A through tag mutation
UI run listing should immediately pick up R.

Status quo is that R will only show up if some kind of refresh is done (could be just by touching the filtering in any way).
