According to #5646 and the code of #4443, preferLocalBuild does not force a derivation to be built on the local machine if max-jobs=0.

However, the latest stable nix.conf documentation still documents the behaviour.

Nix.conf documentation snippet, claiming preferLocalBuild will ignore max-jobs=0
