Deploy Metrics Service to production

Status: Deployed to int after running of functional tests

Focus: Fixes including enabling heart beat for the service, set low command timeout, returning MethodNotAllowed, enabling SSL and other minor test fixes

Services to Deploy:

• Metrics Service - v3.0.86-r-master

Deployment Process

• Promote Metrics Service to prod

Test Plan:

• Verify that the log information are added when downloaded from NuGet Gallery
• Verify that the log informaton are added when a package is installed from different clients (Ensure that the package is being downloaded from Int and not being used from the Cache)
• Verify that metrics service return a method not allowed when not a post
• Verify that the log information are added when some error happen.
• Try sending an array of download requests with some valid and some invalid requests ( invalid could be invalid data or one which is not a POST
• Logging information when an error happens
• send HTTPS request, make sure it's working
