Admins should be able to see unlisted and deleted packages a person owns on their profile page

Currently, admins cannot see all of the packages a user owns on their profile page. This makes handling support requests more difficult, as often times a user will make a request for multiple packages their account owns without specifying the exact links. If admins could see all of the packages a user owns on their profile page instead of only ones that are listed and not deleted, it would be much easier to handle these requests.

this would be really easy to implement with PermissionsService now, i might just put out a quick pr for it

I find it difficult to handle account deletion requests without this.

Account deletion page lists packages including deleted and unlisted, isn't it? So it shouldn't be such big of a deal for that scenario...
