When the user sees a validation error, they should also be provided with the appropriate (short) URL which sends them to the documentation page describing what that error means and how they might go about fixing it. The documentation pages + short URLs should have been set up in Issue #254

N.B. There is one URL per error type, not error message. There will be multiple different error messages for the same error type group.

@MuazzamChaud I haven't had the time/concentration to create the purl URIs for this task. If you could help me then this could be your next task.
