Currently, the order of elements in lists (e.g., Favorites, Apps) and grids (currently, console selection only) is fixed. In the case of favorites and apps, the order is the same as in which the elements have been added.
It would be nice to be able to re-order some lists and grids to configure the system to one's liking.
Possible implementation
Use the "start" button which currently does not have too many uses. Alternatively, use the "select" button for switching and move its currently implemented action to the "start" button instead.
Implement the switching mechanism similar to the early Pokemon games: Press select, then move the currently selected item around with the D-pad, then press select again to make the switch. In Pokemon, this works for moves, items in the bag, and pokemon in your party.
For the console selection, the switching would work in 2D, so you can move the currently selected item in all directions with the D-pad.
When the switching mechanism is active, arrows could be overlaid over the currently active list or grid item to signal the direction(s) in which the current item can be moved. E.g., similar to this icon:
