ppqt fails under a variety of conditions, relating to the underlying data.

This currently breaks:

macs peak calling
bigwig creation
multiQC reporting
(potentially more)

We need to:

Let multiQC still run even when ppqt errors out.
Have the ppqt rule's .txt output still be created with just the number 200 inside.
(Optional) Make ppqt a required input only for SE samples for macs (narrow and broad) and bigwig creation.
