sediakan fitur kepuasan di SIKEMA sama seperti penilaian kepuasan di Layanan Mandiri

mas @devrakapriyo jika fitur ini di terapkan, maka siapa saja yang dapat memberikan penilaian kepuasan ? apakah hanya warga yg melaporkan keluhan?
