Unexpected extra demo data generated by spp_demo module.

Describe the bug
When generating sample data for spmis configuration using spp_demo module, generating 1013 data will generate 2000 instead,
Generating 6001 data will generate 7000 instead and so on.

To Reproduce

1. on a spmis configuration, install or update spp_demo
2. generate sample data in spmis with 2004 data.
3. Notice it will generate 3000 sample data instead.

Expected behavior
It should generate the precise count of data indicated by the user.
