Follow up on #13 and #2

It'd be nice if we could get someone to write up some Seattle specific information. Do we know anyone who'd be able to do that?

We should also ask the folks at DivestSPD to give us a blurb about "next steps" after identifying an officer. Right now the next steps are Chicago PD specific: https://github.com/SeattleDSA/OpenOversight/blob/d26d0248db8c79895954ff192939d62193c0c645/OpenOversight/app/templates/complaint.html#L14

Capturing some more discussion:

This page is not currently linked from anywhere. We should add a button on officer pages linking to this page
We should make the page department-specific and Markdown editable by admins and area coordinators
I don't think we need to include the officer information on that page
For Seattle, we should post information about how to submit OPA complaints and provide DivestSPD contact info in case they need help or would like to be paired with a lawyer
