Introduce a command-line tool for migration and installation tasks

Introduce a command-line tool to assist with:

• Verifying broker requirements for transport version 7.0.0
• Installing endpoints, and the v2 delay infrastructure
• Migrating an existing delay infrastructure to the v2 delay infrastructure
• Migrating classic queues to quorum queues
