Hi. I have trouble installing File::chdir on cygwin, its maintainer suggests you could switch to File::pushd. See Perl-Toolchain-Gang/File-chdir#3. Thanks for consideration.

I have made several comments on that bug report and it turns out that the bug in question is in fact a bug on Perl. The fact that the File::pushd's tests succeed on cygwin is because its test suite does not cover the case in question.
