Implement a hook to allow module authors to extend the Admin menu, as discussed in http://www.phorum.org/phorum5/read.php?14,143865 .

Any chance to get a working patch for trunk too? ;)
I couldn't get it to apply there correctly and there are a lot of changes.

Assigning to 5.3.0 since it is already in 5.2 it seems. I doubt the user is going to do anything with this now that it is moved. =(
