Bring back weekly email reports

Email reports last introduced in #1954 were disabled first due to the Clickhouse migration and then due to the introduction of the Organization concept.

Describe the solution you'd like

We need to do a few things to bring them back:

1. Update the contents & metrics of the report to properly reflect the new Organization & Team (project) hierarchy.
2. Make sure all queries run properly on both CH & Postgres
3. Update the UI to match the new app's brand.
4. Email-related housekeeping #1983 housekeeping

I'm in favor of bringing back email reports. Email could be a really powerful secondary interface for the product and could push content to less active users. This could also be foundational for sharing reports via other channels.

In today's roadmap planning we decided to prioritize dashboard subscription over these generic reports.
