Define dynamic cohorts based on event happening MORE than x amount of time ago

Is your feature request related to a problem?

Sometimes I want a cohort not to count users who have done something recently, but those who have done something AT LEAST some amount of time ago. This isn't currently possible.

Describe the solution you'd like

The cohort builder should have an option to query not only "in the last x" but also "more than x ago".
