Docker automation package

As per our discussion with Dave. To solve the problem with docker scripts in the package.json we need to try to build a simple CLI that will run npm stuff through a standard docker automation configuration.

The basic reasoning is to have a toolset that provides a standard and yet orthogonal to application concerns way to invoke service tasks in a docker environment
