New build step: package

Create a new build step called package, which creates deb and rpm packages out of the installed php version, with all its installed pear und php extension dependencies as well as the default php.ini. This would ease the building and deployment of manually compiles php version to servers a lot. This would be a nice by-product of the pbuild system.

Maybe fpm can be used to ease the package builiding
