Similar to #496 we need to add the most recent qpy updates from terra 0.24.
The updates can be found here https://github.com/Qiskit/qiskit-terra/tree/stable/0.24/qiskit/qpy

The minimum version of qiskit-terra in this repo should also be updated to 0.24
