Is your feature request related to a problem? Please describe.
With code being able to be stored in libraries outside of tokens (#1348) it would be nice if MapTool was able to check if there are updates to this library and allow the user to upgrade.

Describe the solution you'd like
The code library should be able to check if a macro library has been updated and offer the user the chance to update. To start with this will probably be limited to GitHub, can discuss other options in the future but I don't believe limiting to github is too onerous.
