RTP Limits Permission

Request:
Ability to either, allow different RTP limits per world, or a permission that sets different limits such as betterrtp.limit. which could then be set in a permissions manager with different context worlds/servers.

How/Why:
Im trying to allow people to only RTP 5 times in the overworld, as to not allow abuse of RTP for discovery, but allow far more/infinite rtp's in the end

been meaning to upgrade this functionality, currently there is a global set limit per world, making it permission based would be really neat.
