Filter rule to include only specific subfolder(s)

I have tried this command:

rsync -avzuUU --exclude-from=ppp.txt --delete-excluded /home/user/ /home/user/Downloads/

ppp.txt is this:

+ .config/albert
- /*
- /.*

This works well, until I try including only subfolders (I mean that .config alone works well, but when adding .config/albert or anything similar it does not work).

What I want is to include .config/albert and all the subfolders/files that are inside it and exclude all other subfolders that are inside .config

I have looked at the manual and I have tried different ways without any success.
