How can I change the brightness of the lightbar on the ds4?

In your profiles, you can select the "Lightbar" tab. Set the mode to "Normal" and you can select whatever color you like. If you want it dimmer, use less color. 255 is bright, 127 is medium, etc.

Google has a Color picker Tool you can use if you want a specific color. Use the RGB numbers at the bottom, and adjust the DS4Windows sliders to those values.
