When the user selects the affordable connectivity option on the internet/device service discovery form, it should link them to an external site here: https://getacp.org/?utm_source=SF+Service+Guide&utm_medium=Website+&utm_campaign=Homepage&utm_id=SF+Digital+Equity

this could involve creating a couple DB fields in the category_relationship table to store the link etc.
