Typically we have this thing as Publishers/Encoders where Publications are 4 hours apart (unless requested) or if it's a reencode 2 hours apart.
Something that might be beneficial in the process is to have is basically automated for a set scheduling for when the account is most viewed to have Publications go live during that period, and for reencodes to go up when the viewership is typically lower (image provided).
As people do want to do reencodes, but typically nothing comes out of it.

And we can get like 4 Publications out, and 2 Reencodes out a day if so be.
But also another nice feature would be like a "what time/day would you want this Published/Reencode to go live?"
If the person wanting to go live has a sort of like day/time bias they want to do.

Preferably the scheduling should be on the hour, rather than a random minute.

Edit: just to showcase the preferable times (GMT+0)
For Publications: 12p, 4p, 8p, 12a.
For Reencodes: 4a, 6a, 8a, 10a.
If Encoders/Publishers were on-top of that with Judge's assistance, it'd be 8 Publications/Reencodes a day.

If the site isn't capable of this kind of scheduling, there could just be cron jobs on the server which call the API with curl.
