Allow draw generation without rooms

If no rooms are marked as available, the draw generation button should be enabled, but with a warning about rooms.

In addition, perhaps not allow draw to be published without rooms. A draw without rooms would still be considered "incomplete" (in my opinion), and hence should not be able to be published
