Make admin nav items expandable

Certain items on the admin nav bar should be expandable to show further "sub-pages", such as Private URLs or Institutions under Participants.

About standings, we can have a navigation bar like this:
[ Team | Speaker ] [ Open | ESL | EFL ]
I do believe that adjudicators, motion, and diversity should not be in Standing. I would rather have another section called "Statistic"

Like have a 2nd-order menu (tiered menu?), so it goes

A table of adjudicators and their scores is the Feedback overview, so don't think we'd need to list it separately or here.
