当前远程触发的存量数据没有带X-DEVOPS-PRJOECT-ID，导致请求默认到prod集群。 实际项目在其他集权。从而导致权限问题。
需将远程触发的请求带上X-DEVOPS-PROJECT-ID重新调用次网关
