【背景】
蓝盾项目可以停用，停用后如果有需要能再次启用。停用状态下，续期通知对用户来说用处不大，比较骚扰。

【需求】
希望提供接口，支持停用/启用权限续期通知：

  • 当蓝盾项目停用后，希望不再发送续期通知。
  • 当项目重新启用后，希望正常发送续期通知。
